PUBLIC NOTICE

REQUESTS FOR BIDS

Sealed bids will be received until Wednesday, May 13, 2026 at 11:00 AM EST/10:00 AM CST at Airport Terminal Building located at 4445 51st Avenue SW Lanett , AL 36863 and at said time bids will be publicly opened and read aloud for furnishing all labor, materials and equipment and performing all work necessary for: Terminal Apron Expansion - Phase I at Lanett Regional Airport . Major items of work include: Demolition, Grading, Base, Paving, Tie-Downs, and Markings.

The Issuing Office for the Bid Documents is Goodwyn Mills Cawood, LLC, located at 2660 Eastchase Lane #200, Montgomery, AL 36117, Email: brooke.gibson@gmcnetwork.com . Prospective Bidders may examine the Bid Documents Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m.
Copies of the Bid Documents may be obtained from the issuing office, during the hours indicated above, upon payment of a one-time administrative fee of $20 for digital access/file sharing access and/or each printed set. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted. Checks for Bid Documents shall be payable to “Goodwyn Mills Cawood, LLC.” Partial sets of Bid Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bid Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid, but not to exceed $50,000. The bid guaranty may be by certified check or bid bond made payable to the City of Lanett .
All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered. “A contractor must have a Heavy and Railroad major license or a Heavy and Railroad specialty license to bid as prime for this project .”
Bids may be held by the City of Lanett for a period not to exceed one hundred twenty (120) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract is subject to requirements in the contract documents including, but not limited to, the following Federal provisions:
1) Buy American Preference
2) Title VI Assurances
3) Davis Bacon Requirements
4) Debarment and Suspension
5) Foreign Trade Restrictions
6) Lobbying Federal Employees (Required for contracts over $100,000)
7) Prohibition of Covered Unmanned Aircraft Systems (UAS)
8) Recovered Materials
Title VI Solicitation Notice: The City of Lanett , in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award. (Include in all AIP funded solicitations for bids, requests for proposals, or any work subject to Title VI regulations regardless of funding source)
The requirements of 49 CFR Part 26 including any amendments thereto apply to this contract. It is the policy of the City of Lanett to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership
All contracts and subcontracts that result from this solicitation incorporate by reference the provisions of 29 CFR Part 201, et seq, the Federal Fair Labor Standards Act (FLSA), with the same force and effect as if given in full text. The FLSA sets minimum wage, overtime pay, recordkeeping, and child labor standards for full and part-time workers.
The Contractor has full responsibility to monitor compliance to the referenced statute or regulation. The Contractor must address any claims or disputes that arise from this requirement directly with the U.S. Department of Labor – Wage and Hour Division.
The City of Lanett reserves the right to reject any and all bids and to waive any informality or irregularity in the bids received.
